A JOB THAT INSPIRES YOU
You will be responsible for interpreting Terms of Reference, identifying and engaging qualified experts, and ensuring that every proposal meets the highest standards before being presented to the client. You will work closely with GOPA Tech SIA Executive Director. You will drive the process with energy, precision, and a commitment to excellence, taking ownership of each assignment and ensuring timely, high-quality results.
Role OverviewOperating at the heart of a rapidly evolving international project environment, you will be responsible for overseeing the entire process from understanding client requests and Terms of Reference (ToR), expert identification, methodology development, proposal preparation, submission, and ensuring high-quality implementation and reporting. You will serve as the key contact for partners, experts, and the Contracting Authority, ensuring that all deliverables meet the highest standards of technical and financial quality, and that processes are consistent with consortium procedures.
Key Responsibilities- Leadership & Coordination
- Lead and manage the FWCs, ensuring effective coordination between project management, technical, financial, and administrative functions.
- Supervise and mentor FWC Assistants, Recruiters, and support staff.
- Foster a collaborative, solution-oriented, and high-performance culture within the team.
- Request & Assignment Management
- Oversee the management of individual Requests for Services (RfS), ensuring timely and accurate response to client needs.
- Analyze and interpret ToRs, coordinate preparation of technical and financial offers, and ensure rigorous quality control prior to submission.
- Liaise with consortium members and technical leads to develop tailored methodologies and innovative approaches for each assignment.
- Expert Management
- Identify, negotiate, and contract high-quality experts; ensure CVs are tailored to assignment requirements.
- Oversee logistical arrangements, onboarding, and briefing of experts on assignment-specific procedures and GCF standards.
- Ensure compliance with contractual, tax, and social security obligations for all experts.
- Technical Backstopping & Quality Assurance
- Organize technical briefings, peer-reviews, and regular meetings to support expert teams and ensure deliverables meet state-of-the-art standards.
- Conduct multi-level quality reviews of all outputs for accuracy, consistency, completeness, and clarity.
- Ensure deliverables conform to ToR, project methodologies, and internal procedures.
- Financial Management
- Prepare, review, and submit detailed financial proposals and budgets, ensuring compliance with GCF and consortium eligibility criteria.
- Oversee project expenditure, invoicing, and financial reporting in coordination with the Financial Manager.
- Ensure prompt and accurate payment processes, linked to deliverable approval.
- Client & Stakeholder Engagement
- Serve as the principal point of contact for the Contracting Authority and consortium partners regarding contractual, financial, and operational matters.
- Maintain proactive and transparent communication with all stakeholders throughout the project cycle.
- Support client relationship management, briefing/debriefing sessions, and ensure client satisfaction.
- Reporting & Documentation
- Prepare and submit regular progress and annual reports, synthesizing outcomes and lessons learned.
- Maintain comprehensive project documentation, ensuring confidentiality and compliance with consortium agreements.
- Contribute to continuous improvement of FWC processes and procedures.
