A JOB OPPORTUNITY AT
As Director in GOVERNANCE Department, you are responsible for overseeing the operational and day-to-day activities of the GOVERNANCE Team placed under your coordination as well as business development activities. You will work in close collaboration, supervise and support the Senior Project Managers & Project Managers to ensure high standard delivery and respect of deadlines. In addition, you will work closely with the Managing Director for GOVERNANCE to help design the strategy and ensure timely implementation.

KEY RESPONSABILITIES

STRATEGY

  • Work closely with the Managing Director to prepare strategic orientation and identify development sectors; 
  • Prepare yearly business plan for operationalizing the business strategy;
  • Represent GOPA PACE towards clients, partners and external experts; 
  • Contribute to the overall company strategy by providing suggested business orientations and process improvements;
  • Participate to the Executive Committee ( forum where the different Directors of departments and the two Managing Directors of the company meet);
  • Develop and insure the implementation of the actions  resulting from the activity of the Executive Committee;
PROJECT ACQUISITION

  • Screen and define project acquisition pipeline (existing and new clients), together with the Senior Project Managers; 
  • Guidance on EoI reparation (strategic guidance to SPMs/PMs to consortium creation, planning and final quality control);
  • Overall supervision of Tenders coordinated by SPMs or PMs over between 1 and 3 million ;
  • Coordination and preparation of strategic tenders of above 3 million: (acquisition strategy, commercial mission, technical design, price strategy to be validated by MD, etc….);
  • Justify proposal for on ‘go’ or ‘no-go’ on new opportunities;
  • Conduct backstopping and commercial missions when required.
PROJECT MANAGEMENT

  • Supervise project teams during implementation and ensure team members secure margin and/or extra margin; 
  • Together with SPMs, participate in manage and crisis situations and reduce risk;
  • Balanced involvement as expert in key projects to increase personal know how .
TEAM MANAGEMENT

  • Line-manage GOVERNANCE SPMs under your coordination;
  • Ensuring teams are adequately staffed through justified work load analysis and a healthy work/life balance to respect goals & deadlines;
  • Guide the recruitment needs, provide career guidance, mentor staff, and evaluate team’s performance; ( together with the HR department)
  • Coach and develop direct lines of report to ensure delegation of tasks, autonomy in business development and implementation related tasks.
INTERNAL ACTIVITES

  • Participate in identifying new efficient tools for project management 
  • Coach and train internal staff on internal procedures/processes or on content areas, including on boarding activities;
  • Identify areas of process improvement and work in close collaboration with Process and change Manager; 
  • Work closely with HR Manager on different human resources aspects;
  • Active contribution to GOPA working groups (regional, technical and thematic).
A BACKGROUND THAT CONVINCES US
QUALIFICATIONS AND SKILLS

  • Bachelor’s degree, preferably in fields such as Law, International Relations,, EU studies, social sciences (economics, sociology), or public policy etc.
  • Master’s degree or other postgraduate qualifications in relevant fields will be an asset.
  • Minimum of 10 years of relevant professional experience in international cooperation & development, 
  • Minimum 7 years of experience in development cooperation projects linked to the Governance/ Public sector;
  • Proven management skills ( 5 years) of a team of minimum 10 people; 
  • Excellent communication and negotiation skills to interact effectively with stakeholders.
  • Proficiency in consolidating and capitalizing on existing knowledge and expertise.
  • Computer skills: MS Office (Excel, Word, PowerPoint)
  • Full Proficiency in English and either Spanish or French is mandatory. 
    1. Proficiency in all 3: English, Spanish and French will be a strong asset. 
    2. Knowledge of other languages, relevant to our regions of work, will be considered as an asset.
