GOPA PACE is seeking a dedicated and experienced Project Manager to join our team. The successful candidate will play a key role in managing and implementing electoral observation and support missions financed under the EU’s ‘Framework Contract for Support to EU Electoral Missions’ (FWC EOM). Please note that employment for this position is subject to the following suspensive clause: the award of the FWC EOM contract to GOPA PACE. 

The results of the award should be communicated by beginning of December. 


Location: Brussels, with regular international field missions.

 

Reports to: Director of Governance Department

 

Indicative Start Date: Starting date upon the contract signature between GOPA PACE and Contracting Authority. Indicatively: December 2025 – Permanent full-time contract

Key Responsibilities:

 

  1. Business Development
  • Help expand GOPA PACE’s network of electoral experts, partners and suppliers.
  1. Project Management:
  • Oversee the planning, implementation and monitoring of projects financed under the FWC EOM, ensuring projects are delivered on time and within budget.
  • Ensure all projects comply with the specific requirements outlined in the ToR, including following donor guidelines and contractual obligations.
  • Foster strong relationships with all project stakeholders, particularly the Contracting Authority, consortium partners and experts.
  • Prepare project reports and documentation, ensuring transparency and accountability as per the ToR.
  • Implement quality control measures, ensuring projects meet GOPA PACE's standards.
  • Identify and mitigate project risks, ensuring proactive problem-solving.
A BACKGROUND THAT CONVINCES US
  1. Qualifications and Experience:

 

The following qualifications and experience are mandatory for this position:

 

  • Bachelor’s degree in development studies, Political Sciences, International Relations or a related field. A master’s degree is preferred.
  • Minimum of 4 years of experience in project management within the human rights and democratisation sectors, preferably with specific experience managing EU-financed framework contracts involving significant logistic activities.
  • Proficiency in English and French is mandatory. Fluency in Spanish is a strong asset.
  • Strong organisational skills.
  • Excellent communication and interpersonal skills.
  • Excellent problem-solving skills.
  • Resilient to stress, able to work under pressure, and meet deadlines.
  • Willingness to work overtime and/or during weekends when necessary.
  • Cultural sensitivity and adaptability in diverse environments.
  • Computer skills MS Office (Excel Word Power Point), Internet, and database.
