As a Project Manager within Governance department at GOPA PACE, you'll be instrumental in overseeing projects in the Governance sector. This role involves exercising autonomy in project management or business development tasks, having a solid grasp of both, and maintaining a strong understanding of EU guidelines and procedures.

KEY RESPONSABILITIE

Projects oversight
  • Supervise and manage the execution of strategic projects.
  • Lead and manage category 2 projects.
  • Expand and maintain networks with experts, clients, and partners.
  • Develop GOPA PACE initiatives in target regions.
  • Assist in operational aspects of priority project management (other project categories) as guided by the Team (Director and Senior Project Managers).
  • Occasionally supervise a team of no more than one person or work independently.
Project management and business development
  • Demonstrate full autonomy in certain project management or business development tasks while leading independently when required. Proficiency in one area with a solid understanding of the other is crucial. Demonstrate a strong understanding of EU guidelines and procedures relevant to governance projects.
  • Possess a strong knowledge of EU guidance and procedures pertinent to governance projects.
  • Undertake field missions independently or with supervision of a Senior Project Manager (SPM) as needed for project implementation and/or business development purposes, approximately 10% of the time, worldwide.
  • Manage end-to-end projects within GOPA PACE, ensuring their success and alignment with the company's objectives.
  • Represent GOPA PACE to clients, donors, and stakeholders, maintaining positive relationships.
  • Actively contribute to enhancing the company's image and reputation.
Collaboration
  • Demonstrate exceptional communication skills, both internally and externally.
  • Actively participate in GOPA Group initiatives.
  • Oversee and mentor Junior Project Managers and Project Assistants, ensuring quality in operational tasks and procedures.
  • Provide comprehensive training on project aspects to Junior Project Managers and Project Assistants.

  • Experience in negotiating contracts with clients and proven knowledge of EU PRAG requirements.
Qualifications and key skills 
  • Bachelor’s degree, preferably in fields such as Political Sciences, International Relations, EU studies, social sciences (economics, law, sociology), or public policy.
  • Master’s degree or other postgraduate qualifications in relevant fields will be an asset.
  • Minimum of 3 years of relevant professional experience in international cooperation & development of EU-funded projects.
  • Excellent presentation skills.
  • Excellent communication and negotiation skills to interact effectively with stakeholders.
  • Proficiency in consolidating and capitalizing on existing knowledge and expertise.
  • Computer skills: MS Office (Excel, Word, PowerPoint)
  • Proficiency in English and Serbian is mandatory. Fluency in French or Spanish would be valuable. Knowledge of other languages, relevant to our regions of work, will be considered as an asset.
