GOPA Group US seeks a Deputy Chief of Party (DCOP) for the anticipated $25-50 million USAID-funded Amman Urban Resilience Activity (AURA). This is anticipated to be a full-time position based in Amman, Jordan.
The focus of AURA is to improve local governance, and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaption benefits. This project aims to improve data driven policy making, planning, and budgeting and may also interventions focused on disaster risk reduction, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work.
The DCOP will work closely with and report to the Chief of Party (COP) to provide technical and managerial oversight for the Activity. The DCOP will ensure coherence across sectors and outcomes, supporting staff to meet the aim of the project. The DCOP will support the development of the Activity’s annual work plans, reports, and other requests that may come from either USAID or GOPA Group US.  The DCOP is responsible for managing short- and long-term technical assistance (STTA), including the development of their scopes of work (SOWs).  The DCOP, as requested by the COP, will also represent the Activity before a range of audiences and in a variety of platforms, at the national and state levels.  The DCOP will ensure all actions and interventions adhere to USAID and GOPA Group US technical and managerial guidance and align with global best practices. The DCOP will also keep the COP regularly informed on all Activity matters, and assist the COP in meeting various technical, governmental, company, and USAID deliverables as requested. In the absence of the COP, the DCOP will be responsible for overall coordination of the activity. 
The position will be full-time and based in Amman, Jordan. Appointment to the position is contingent on GOPA Group US’s award of the Amman Urban Resilience Activity and on USAID approval of key personnel.
 
Anticipated Responsibilities:
  • Ensure the achievement of AURA’s three outcomes through management and coordination of technical staff and processes;
  • Support the COP in overseeing the management and implementation of AURA activities, developing strategies and implementing annual work plans. Assume the role of acting COP in the absence of the primary COP;
  • Provide overarching operations, financial and procurement support to all project components, including grants under contract and subcontractors;
  • Provide operational direction and supervision of project activities across all components, managing, motivating, and coaching project staff in Jordan; and ensure interventions align with targets as set in the monitoring, evaluation, and learning (MEL) plan;
  • Drive the learning processes and advice on programmatic decisions based on lessons learned;
  • Ensure compliance with USAID rules and regulations.
A BACKGROUND THAT CONVINCES US
  • Master’s degree or equivalent combination of education and experience in international development, public policy, climate or environmental sciences, urban planning, disaster risk management, engineering, economics, or another related field;
  • Minimum eight (8) years of progressive technical, administrative, and/or financial management experience on USAID/USG programs of similar size and complexity;
  • Prior experience working and managing urban development and/or climate programs in Jordan or similar environment required;
  • Working knowledge of urban development and sustainability, climate change adaptation and/or mitigation, water and sanitation, economic development and/or public financial management issues, challenges, and developments in Jordan as well as an in depth understanding of the political history and regional politics;
  • Ability to establish strong relationships with a range of organizations, beneficiaries, and related parties (e.g., national, and local government, NGOs, civil society, private sector);
  • Experience managing diverse technical and non-technical staff;
  • Professional proficiency in Arabic and English.
